The presentation will describe the movement over time from cap and trade to other mechanisms for managing climate risks, with hypotheses for why this shift has taken place. It focuses on problematic issues including traded asset quality, political and economic rents, and price signal adequacy. The presentation concludes with a discussion of the potential problems associated with the way that international carbon trading is conceived and structured in national and international climate regimes.
