Adaptation actions include changes in processes, practices or structures to moderate or offset the potential damages of climate change. As recognized by the Bali Action Plan in 2007, adaptation is one of the key building blocks required for a strengthened future response to climate change. During the current negotiating debate both developed and developing countries agreed on the need of a strong institutional framework to help countries to develop adaptation strategies and programmes. According to the Copenhagen Accord, adaptation to the adverse effects of climate change is a challenge faced by all countries. It also recognizes that enhanced action and international cooperation on adaptation is urgently required to all parties, with particular attention to developing and most vulnerable countries, like the Least Developing Countries (LDCs), the small islands and Africa.

The Cancún Agreements also recognize these principles and affirm that adaptation must be addressed with the same priority as mitigation. They establish the Cancún Adaptation Framework to enhance adaptation actions of all countries and support LDCs to formulate and implement National Adaptation Pans (NAPAs). To this purpose, the Conference launches the creation of the Adaptation Committee with the aim to provide technical support and to promote synergies and international cooperation on this issues.
